    Duties of the Strategy Development Directorate;

    • To determine the medium and long term strategies and policies of the administration within the framework of national development strategies and policies, annual programs and government programs, and to carry out the necessary studies to achieve their aims,
    • To develop performance and quality criteria in the fields of duty of the administration and perform other duties to be assigned within this scope,
    • To collect, analyze and interpret information and data related to the management of the administration and the improvement of services and performance,
    • To examine those external factors that will affect services, to conduct internal capacity research, to analyze the efficiency and satisfaction levels of the services and to conduct general research in the field of administration.
    • To provide the secretariat services of the Strategy Development Board, if established within the administration,
    • To coordinate the preparation of the administration's strategic plans and performance programs and consolidate the results,
    • To prepare the administrative budget, including budget estimates for the following two years, in accordance with the strategic plan and annual performance program, and monitor and evaluate the compliance of administrative activities therewith,
    • To prepare detailed expenditure programs within the framework of the budget principles and of principles to be determined in accordance with legislation, and to ensure that the appropriation is sent to the relevant units, taking into account service requirements,
    • To keep budget records, to collect and evaluate data on budget implementation results and to prepare budget final accounts and financial statistics,
    • To accrue administration revenues, to carry out follow-ups and collection of revenues and receivables within the framework of the relevant legislation,
    • To carry out accounting services in those administrations outside the scope of the general budget,
    • To prepare the activity report of the administration based on the unit activity reports prepared by the spending units,
    • To arrange summary charts regarding the movables and immovables owned or used by the administration,
    • To coordinate the preparation of the investment program of the administration, to monitor implementation results and to prepare the annual investment evaluation report,
    • To carry out and finalize those financial works and transactions of the administration that need to be followed by other administrations,
    • To provide necessary information and advise the top management and expenditure authorities on the implementation of other legislation related to financial laws,
    • To carry out pre-financial control activities,
    • To work on the establishment of the internal control system, implementation and development of standards,
    • To make the necessary preparations to increase the effectiveness and efficiency of the internal audit function of the senior management.
